Question
when I insert the dimensions from old drawing file into another drawing file and all of the "vertical" dimension text are "reversed" ,
how can I solve the problem?

Hi  -- unfortunately, there could be quite a few factors going on here.  You don't tell me if the files were in two different AutoCAD formats. I am not sure exactly what you mean by reversed.
Best solution would be to select a dimension, so you can see the dimension style in the Properties Palette. Once you know the name, DIMENSION MENU >> STYLE -- modify the properties of the style if you can. Then use Dimension Update, just window the whole drawing and they update.
OR -- use a style you already have, by importing it to the drawing through Design Center or Style Manager. Window the whole drawing, in Properties select only dimensions, change the style there.
I am not telling you how to reverse the text back, because who knows how it got that way.
