You say you lock the viewport, but the problem you describe is as if the viewport is not locked.  You need to do the following:  Make sure the layer on which the viewport resides is thawed and turned on.  Thaw all layers if you must.  Go to paper space.  Being in a layout is not the same as being in paper space.  While in a layout, you can also be in model space.  If you are in model space, a button at the bottom of the screen wil say "MODEL".  If you are in paper space the button will say "PAPER".  So, make sure it says paper.  Then zoom out so you can see the whole viewport.  Then click on the button to go back into model space.  Now, using the "_zoom" command, zoom to the scale factor you desire.  If it's the same as paper space, then zoom to "1XP".  _PAN to the desired position without changing the zoom factor.  Return to paper space and with the PICKFIRST system variable set to 1, preselect the viewport.  Now, right click on the viewport and go to "DISPLAY LOCKED" and select "Yes".  You seem to be dimensioning in paper space.  That's OK.  Just remember when doing that, when editing dimensions, you sometimes have to remake them completely.  It's not as seamless as when working in the same space as the geometry.  In your dimension style, make sure the DIMASSOC system variable is set to 2.  Regardless of zoom scale factor, a dimension you make from paper space to the model space geometry will come out correct if that variable is set right.  With your viewport locked, you are free to work in model or paper space without messing up your display.

Write again if you still have problems.

Expertise

I can address all 2-D questions and some 3-D questions. I do programming in AutoLISP if it doesn`t involve solid modeling. I can also address menu customization issues and can help you find answers to questions I can`t answer by taking your question directly to Autodesk via their newsgroups.

Experience

I used to do electronic and mechanical design for a flat panel monitor manufacturer, and now I do architectural drafting for an architect. I did and do AutoLISP and menu customization and take pride in making my lisp routines to do the work exactly the way the client likes them done.

Publications
I had a routine published in CADENCE magazine (no longer in publication and taken over by CADALYST). Some of my routines are published on my website at http://my.sterling.net/~bdeshawn
