Question
autocad 2000 I want to plot a scaleable dwg with a header template not sure
how.

Hi -- let me try re-stating the question to see if I get you, plugging in normally accepted terms:
"I am using ACAD 2000 and wish to plot a drawing to scale using a title block."  Write back if I read you wrong.
This is 2 or 3 chapters of a book, so pardon me if I do not want to re-write them here. All drawings are "scaleable", and I am guessing what you mean by a header template is a title block (the drafting term).  
Plotting in AutoCAD from 2000-2004 is the same, so please find a good book, or online tutorials. If you are doing this just once, have a friend do it for you, but if you plan to use AutoCAD, this is very basic, and worth learning correctly.

The basic story is that you need a layout showing the right paper size, with title block, containing a viewport set to the desired scale.
For one plot, if you do not need to really learn AutoCAD, you can scale up the title block and plot from model space.
(a very poor practice for continued use)
