AutoCAD/saving units on an imported drawing

Question
We are using AutoCad 2000. Have received emailed dwg from local architect using release 14. The problem is that the dwg opens using decimel units. I change it to engineering units and it stays in engineering units for just a short period of time, then reverts to decimels. I am stumped, any ideas how to change it for the long term? It doesnt seem to make any difference if I save it as rls 14 or 2000.

The only thing I can think of is that you are using a new function or a redefined command that sets your units to decimal.  Is there a new LISP routine or command or AutoCAD dependent software that you have put on your computer recently?
