I have a 2000 Mitsubishi Mirage.  

When it is very cold outside. I put the key in the ignition and start the car and the HORN JUST STARTS BLARING, I cannot seem to shut it off unless I turn the entire car off.  Please help.

What does it do any other time?Could be the contacts on the horn or the steering wheel.Do you have a factory alarm installed?

The horn does not react this way in warmer weather only if it is very cold. no factory alarm just the anti theft device.

This is an odd problem.Usually with wet weather i would expect electrical problems but extreme cold i have never seen this.The only thing i can suggest is to either look at the horn itself or it may be in the anti theft device but you didnt say if its connected to the horn.Does the horn sound when the anti theft is activated?.If not then its most likely a bad connection in the horn and i would maybe replace the horn and see what happpens.
