Question
The top center brake light comes on but the lower ones don't. I checked the bulbs and they are not blown. I checked the fuse and it is fine. Turn signals and normal lights work.

Sounds like wiring so you will need the diagram to trace the wires to the light units.No easy fix because if the bulbs are ok then theres a break somewhere along the circuit.Look inside the rear and see if anything is visible with the wires.Check also the relay for the brake lights.Is the switch ok at the foot pedal?.
