Question
I get@ 28-30 mpg in the summer but in the winter it drops down to @17-18 mpg. I have taken it to the dealer and they don't know

It is because the atmospheric pressure changes  ie..the weather is colder.On your car there is a MAP sensor which is affected by pressure changes such as cold and hot weather and also altitude changes.Unless your sensor is working, you may get a large variation of fuel consumption issues such as you have.It can also be related to O2 sensors and MAF sensor.You may get your dealer to give the car a complete diagnostic but it will cost to do so.
