I have the ability to locate quite a few mechanical parts for American made vehicles fron the 1900`s to present. Some are OEM and some are aftermarket. This would include engine, brake and chassis parts. Body parts and trim are VERY difficult to find but you may inquire.
If you need assistance in repair, I have illustrated books for major American manufacturers that show some illustrations BEFORE 1974. If needed, I can supply repair manuals for your specific vehicle.

(1) If I purchase a brand new factory stock car, do I still have to go to the New York State DMV to get a license plate if I "have absolutely no intention" of driving it on the public roads? In other words, it is going to be "For Display Only!"
(2)By the time I am going to be done with this car, it is going to have a lot of illegal modifications (namely replacing "stock parts/components" with "premium quality racing parts/components" and sick spoiler to boot! (this would definitely obscure the rear-veiw mirror.) Will the police have the right to fine me with having "illegal modifcations" if I transport it in public roads via a truck? I will not drop the cars height & add nitrous to it because I personally don't like them! Basically, were talking "The Fast & The Furious" here! :)
(3) Do I still need to get "car insurance" if my Evo is only going to be used in an enclosed race track?

I'm a Parts Professional, NOT an attorney OR an Insurance Agent. I'm NOT from the state of New York, I'm closer to the State of Insanity. I'll try to answer your questions in the order of your numbers:
1. If the car is NEVER to be used on public roads, it should never need to be licensed. It should be registered in your name proving ownership.
2. If you trailer the car, there should be no problem with the police. Just keep the registration with you to prove ownership. Refer to question #1. The Police don't care about Fast and Furious as long as it isn't on the street. They couldn't care less. They would probably wish you good luck.
3. Insurance on a race car? Why do you ask? In question #1, you state the car will be "For Display Only".? Now you say it is going to be used in an "Enclosed Race Track". If it is a "Show Car", yes, it will need to be insured. If it is a Race Car, I doubt if your insurance agent would even talk to you. Good Luck.....
