Automotive/VW Passat '95, charging problem

Question
Hi
I have a 95 VW Passat TDi.  Once started it runs ok but the revs stick at 0 and it appears to only start charging once revved beyond 2000rpm, when the various loads (wipers, lights, heater fan) start working properly.
Have fitted a new battery, alternator & cleaned some of the more obvious connections, but still same problem.  Any ideas on fix please?
Thanks in advance.

Answer
"Appears" to be charging is guessing.I would get a meter and find exactly what voltage you are getting out of the alternator for a start. At idle it will read between 12.70 ........13.50.........14.00 anything less is a suspect alternator. If you turn on the wipers, heater fan, lights and increase idle, then read it and let me know. Also check belt/s for tightness and make sure they are not slipping as well as all pulleys.
