I have the ability to locate quite a few mechanical parts for American made vehicles fron the 1900`s to present. Some are OEM and some are aftermarket. This would include engine, brake and chassis parts. Body parts and trim are VERY difficult to find but you may inquire.
If you need assistance in repair, I have illustrated books for major American manufacturers that show some illustrations BEFORE 1974. If needed, I can supply repair manuals for your specific vehicle.

I have a 1994 CC Lancer (CB shape 5 door) the low beam headlights have stopped working, high beam works OK, have checked all fuses globes etc just don't work tail lights and front parker's work.
Is there a hidden fuse and or relay for low beam?

Where on God's Green Globe are living?? I have never heard of a CC Lancer and here in the States, we call 'em headlights. You must be from Britain, South Africa or Australia. I love the cultural exchange. I'm guessing Australia. To your question...
Please remember I'm a Parts Professional, NOT a Tech so my answer is pure speculation. Okay?? If I'm wrong, please don't be too upset. You have asked the wrong person this question but I have some thoughts to offer..
On American vehicles, the fuse to the headlights is for both high and low beams. The headlight relay operates both high and low beams. Depending on the vehicle, the parking lights/tail lights are on a different fuse than the headlights. Normally there is NO relay for the parking/tail lights.
The vehicle is 14 years old. I'd suspect the headlight switch OR the wiring going to it, including the plug connections. What I would do is unplug the harness going to the switch and inspect if for dirt and corrosion. I would try cleaning the plug and switch terminals and put it back together and see what happens.
If you are good with electricity, I'd find the "power" wire to the switch and trace the "low beam" wire from the headlights back to the plug. Now you know where the power comes into the switch and goes out to the low beams. With an OHM meter, you can test the switch to see if it is bad.
If you are not good with electricity, I'd go down to my local bone yard, junk yard, auto recycler, auto dismantler, used spares or whatever it is called in your neck of the woods and get a used one. You don't have to install it in the vehicle, just plug it into the harness and turn on the lights to see if you have low beams.
