Question
I bought a spec-v that was rebuilt by a guy in North Carolina, he told me the car had a small engine fire and showed me plenty of receipts. I know there is more to the story but figured I would fill you in on the history as much as I can. Anyway I live in New York and I drove the car back from the Carolinas with no major issues but now I cant pass inspection due to an OBD problem , what their telling me is that the OBD is not responding and I cant pass inspection without the OBD. I brought it to Nissan and they were able to access the main computer they did an upgrade on the ECM but were unable to access the OBD . Any advice would help I'm pretty good with my hands and don't mind doing the work myself to avoid getting banged left and right by the dealership so anything that you think . Thanks in advance . Jeff

Answer
If you cant access the obd, there is a wiring/ecm problem.I would check all the wiring and possibly you may need a new ecm.Computor.Theres no easy fix for this if the car was in a fire, as anything could be wired wrong so its start from scratch with a wiring diagram.
