ANSWER: If the alarm does disengage, then it may be the starter relay. How did you test to see if the starter is good?Is it getting 12 volts when you turn the key?

QUESTION: thank you for replying.
it gets 12v but doesn,t start.it is a new starter.
What else could be?

ANSWER: If a starter motor is getting the correct voltage when cranked, then the starter is faulty.Remove it from the car and have it tested but make sure the live cable is definately getting the current when you turn the key.

Answer
Another possibility is the neutral safety switch so try to start it in neutral and move the shifter up and down while turning the key.Foot on the brake also.
