Question
I started by jumping a dead battery, car started and I moved it inside to put a charger on it.  It ran fine after the jump and relocation to the garage.  After charging for a couple of hours I tried starting and noticed that I didn't hear the fuel pump.  After several attempts to start engine I noted that the fuel pump would occasionally engage and the engine would try to start but would not.  Then I noted that the fuel pump would occasionally continue to run without the engine running but wouldn't start.  After fully charging the battery again I've been unable to get the fuel pump to react at all so I moved on to testing the pump before removal/replacement to find little to no voltage at the pump wiring connectors pins 1 and 3 with key on and also in the start position.  I'm currently at the relay block testing relays and the block and find 12v @ pin 86 of block at the ASD relay with the key off which should read zero.  Could this be an ignition switch fault or wiring harness short in the relay block?  I don't have voltage at pin 86 on the block for the fuel pump relay which is normal.  However, I beleive these relays are linked together.

Answer
You should have 12volts at the fuel pump relay ,key on.12volts to the pump as you crank the engine but with the key on and not cranking, the pump should run for about 3 secs, start up mode.It will not run constant at first so be sure you have a good pump.Run 12v to the harness at the pump and see if it engages it.
