QUESTION: my horn won't stop blowing ezcept when i pull out the relay

ANSWER: It is possible that the "Horn Contact" under the pad has collapsed, or that the wire running down through the Steering Column has grounded, more than like just below, or at "Turn Signal Canceling Cam."

If your car has an Air Bag, I wouldn't recommend getting into this job, and even if it is not equipped with a Driver's side 'Air Bag', you will need more than just a few wrenches. First, you'll need a 'Steering Wheel Puller' to get the 'Steering Wheel' off, then you may need a tool called a 'Lock Plate Tool', and you may need a set of 'Snap Ring Pliers' to remove the ring that holds the 'Lock Plate.' Once you've gotten that far, you'll have slide the 'Turn Signal Canceling Cam' off, in order to see if the part where the 'Horn Contact' comes through, is damaged or not. If there's no damage, and the 'Horn Wire' itself is not broken off from the contact that goes through the 'Turn Signal Canceling Cam', then you'd have to trace the wire through the 'Steering Column', in order to see if it is rubbing anywhere. A Chilton's or Haynes Manual for your make, year and model of car, would give a more detailed overview of this job, and the components in the 'Steering Column, as well as the parts involved in actuating the 'Horn.' Most 'Auto Stores' such as 'Autozone', 'Pep Boys', and 'Advance Auto Parts', to name  a few, carry those Manuals.
