Question
MY HORN WASNT WORKING  SO I WENT TO LOOK AT THE FUSE BOX UNDER THE HOOD,  AND FOUND THE FUSE HAD BEEN REMOVE.  SO I PUT A FUSE IN THE BOX AND THE HORN CONTINUE TO SOUND OUT.  MY QUESTION IS WHAT DO U THINK MIGHT BE THE PROBLEM (THE STOP LIGHTS IS THE SAME FUSE. PLEASE LET ME KNOW THANKS.  I HAVE A 1988 HONDA PRELUDE SI

Answer
If the brake lights are working on the same fuse then i take it you dont have them with the fuse removed. Not a good idea. Its possibly the center piece on the steering wheel which is either stuck or earthing out.Remove the middle piece and take a look with the fuse in place, disconnect the wire in the middle and see if the horn stops.
