Automotive/Sporadic hard start

Question
I have 1997 Saturn SL2 with 106k miles. When cold it ocassionally takes 2 key ons to start. Vehicle has fresh tune up including new fuel filter. Fuel pump does run at key on. During repacement of fuel filter I noticed that there was no fuel pressure at schrader valve in fuel line when I went to "depressurize" the fuel line top replace the filter. I am wondering if pressure regulator might be bad since it does not seem that fuel gets to fuel rail (or hold pressure)until pump can pump enough fuel to start the car.

You can do a run test with a pressure guage ,usually is 45 lbs PSI at the rail.Im thinking more than likely your valves are worn thats why the hard start.The pressure wont stay in the fuel line after you shut it off unless you have been driving for a while,most systems dont have much pressure when you release it ,usually just a small amount will come out,,do a compression test and a vacuum test that will help.If the car is running i would leave it alone.Best 2 turns than no go.
