Question
My 98 Grand am failed inspection because the plug in connector under the inst cluster wasn't giving a signal. The fuse was okay; don't know where to start in trouble shooting this problem. Any obvious places?

Answer
You will need the wiring diagram for this car.Trace the plug back to the PCM.It may be a faulty PCM(power control module )or simply a bad wire.Find out if you have a PROM,some of these cars had them ...its between the PCM and the wire loom.It plugs into the PCM.take it off and clean it as described in your manual.Chiltons is a good investment.
