I heard a rumour, that if you take onboard a laptop in a laptop case/bag, then this does not count as your hand luggage, and that you are allowed another bag - is there any truth in this?

Answer
This is incorrect.

A laptop most certainly does count as a carry on bag. However, my suggestion would be to go to the website of the airline you're flying and double check.

I fly for a major domestic carrier and we allow 2 personal items to be carried on board.

A bag of food or a 'reasonable amount of reading material' does not count as hand luggage, nor do crutches, etc. Each child traveling gets 2 bags, even small children if they have a seat.
