Answer
Private Aircraft, like all other aircraft, operate, in most cases, within a system which requires them to file a flight plan.  This flight plan if accepted by the ATC agency allows the operator to land at the airport designated on the flight plan.  According to ICAO an aircraft in flight declaring an emergency will be allowed to land at any airport they choose.
