According to the aviation rules, laws & regulations, Are Private owned airplanes, helicopters allowed to land on international or domestic airports ?.

Special cases for private aircraft emergency landing on international and domestic airports can be considered as clauses in aviation laws ?.

Yes you will have to read the airport facility directory to find out all the rules and guidance that is applicable to that particular airport. Most Military airports for example only allow civil aircraft in emergency cases, however there is always exceptions like a PPR )prior permission required) all airports are different, so like I said look at the airport directory for the airport you plan on landing at.
