Question
My question is in relation to the note in the AIM para. 5-3-3a 1 (g) Note that states:  
NOTE-
The reports in subparagraphs (f) and (g) may be omitted by pilots of aircraft involved in instrument training at military terminal area facilities when radar service is being provided.

The question is:  Who are the pilots being referred to? Military? Military and Civilian?  I think it is for anyone conducting instrument training at a military terminal area facility.  Some of my colleagues agree, and some don't.
I think the root question is, what is the intent of this Note?

Hello Paul,

I believe the "Note" is referring to any pilot conducting instrument training at a military terminal area, but specifically mentioned for the civillian pilot whome is reading it from the AIM. The intent is just as it states: you don't have to include the time and altitude or flight level upon reaching a holding fix or a point in which you were cleared to, and you also need not report when leaving an assigned holding fix or point.
