I'm a CFI in aiplanes and helicopters, and our organization does some fixed wing instrument flying. We are acquiring an ATC-610 flight simulator, which I know can be used for instrument currency. My question is... does the person who oversees the training have to be a CFII, or can they be a CFI? I'm not referring to the person who's at the controls of the simulater, I'm referring to the person who is providing the training.

Answer Hi Kevin,
An approved simulator can be used for instrument currency and for instrument training.
However, if the simulator is used in training, and that time is logged as "dual received" for the student, "dual given" for the instructor, the instructor must be a CFII.
FAR 61.1p10 states: "Instrument training means that time in which instrument training is received from an authorized instructor....."
The operative word seems to be authorized. It makes sense that an instructor must be a CFII to instruct in the air and in a simulator.
Keep in mind, this is my interpretation. The FAR's are sometimes vague and subject to different interpretations.
I would call your local Flight Standards District Office
and find out for sure.
