ive heard of doms also wearing collars.
what is the reasoning behind it?

It's a fashion statement. Pro dommes sometimes wear them because it looks sexy or fetishy or both. Others wear them simply because they like the way they look. Even vanilla people wear them for that reason. A collar has no significance in and of itself. It only becomes a symbol of submission when the person wearing it is the submissive partner in a power exchange relationship.
