The question was made two years ago, so I'm not sure it will be of any help for the one who posted it, but here goes the answer, just in case anyone else have curiosity about this particular suspension.
This position was allegedly created in colonial Brazil to punish real slaves, and the name in Portuguese is "pau de arara" ( macaw's perch ) but it became known in English as "parrot perch". As you can see, both of you already had half the answer, each!

That type of suspension is called the "parrot's perch" in Brazil, where almost every police station is equipped to do it. It's also sometimes called the "booger swing" after a NAZI who used it in one of the death camps. I've been wanting to try the parrot's perch for years as it has lots of nice possibilities!

This particular torture is most often called the "parrot's perch" in english. it's used extensively by the police in Brazil. a nazi scumbag named booger used it also (it was called the "booger swing"). I'd love to hear from people who have been forced to endure the parrot's perch!
