Your loss of power at higer RPM's is caused by a vacuum leak somewhere.  As the engine begins to rev it requires your fuel oxygen mixture to be accurate. If you have a vacuum leak your engine is getting to much oxygen and leaning out your mixture causing your engine to starve for fuel.  If you replaced everything that you say you have the next step is to replace all your vacuum lines. Also spray some carb cleaner on your black intake elbow and see if the engine revs, if its does the leak will be in the elbow (that is a common leak).  I just bought a set of neoprene vacuum lines and replaced them all myself.  Not a hard job.

I can answer questions related to the BMW e30. These are the cars produced from 1984-1991 (1992 for convertable) in the United states. I am more fluent with the six cylinder models, although few things changed for the 4 cylinder cars. I know most of the problematic areas of these cars, and have found ways to fix them.
