Question
AC does not work and outside temp reads -40.  Passenger side front wheel well shroud broke off and two bare wires are hanging unattached.  I believe the wires should go to a temp sensor but I see no place to reattach them.  Can you explain where to attach them?

Two problems:1) have the a/c checked,it may just need a recharge.2) look around the wire harness,you will see where in the shroud area that the wires were ripped out and broken.That is why it reads -40;
To revise my answer,The shroud probably ripped the wire out of the harness or broke it My magic ball can't see where ever you are,the wires are broken not unplugged so there isn't going to be a red light pointing at the disconnection.The best information I can give you is what I get from you.Sorry it isn't an easy fix for you,but then when a shroud breaks it must have been hit,they just don't fall out.But then again the wires that are hanging could be for fog lights that aren't installed as well.Buying a motors manual from Bentley will help you FIND out where the wire goes.
Also I am not sure what model car,year a few facts would have been helpful as well
