Hello let me try and explain... when I turn on my headlights
the idiot light for the low beams come on because the low
beams do not turn on... but when I click to high beams all
the lights come on low and high, so my question is why do my
low beams not work on their own? the fuses are all good and
they work with the high beams... is there a reason they wont
work alone?

I don't know which model or what year your bmw is, so I'm shooting blind, but let's look at a few things.

First, I'm not aware of any BMW with an idiot light for the low beams.

Could what you are seeing be the fog light indicator?  Are you turning on the fog lights or the headlights?

The fog lights turn off when the high beams go on.
