If it is an E46, I  would suspect there is an Airlock. The symptom includes what you said on hose being hot, but radiator cold. Second biggest symptom is you don't get hot air inside.

Well I had the same problem with a coolant leak so I 1st Change my expantion tank to come to find out that it wasn't that but a crack in my radiator a common thing in the e46 models. After going to autozone and purchasing a new radiator for about $155.00 it keep the car cool and everything work just fine untill I started to drive it ran hot and begin to tick so my next step is the get a new thermostat and see if that fixes the problem- J.Cabbagestalk
