Question thanks for your reply,but I'm still puzzled. Kosh may be an energy being(although he sometimes has a physical body,does'nt he?)but his encounter suit is a physical object and its unclear as to how the suit traverses the ground.Did you mean that it has a hovering capability,no legs or wheels?

Answer in the episodes we see kosh out of his encounter suit, he moves up and down and around as much as he wants, so i believe the encounter suit just hangs around him, with him inside moving forward x distance of the ground so it doesnt hit the floor, i dont believe it has any levitating abilities of its own.
thats the way i always interpreted it and theres nothing to disprove that, but its nothing official by any means.
another whacky theory is based on advanced vorlon telekenisis and telepathy, but i dont think thats the case.
