Answer
Flexing and pointing and side to side ankle movements are good theraband exercises. You can look up more abstract exercises online.  Also do some releves.  As for your turnout, what will help most is a strong basic stance.  Always make sure there is no curve in your back and you hold your stomach and butt to stand up as straight as possible.  Think of turning out from your hips instead of your knees.

I think the definition of a dance conditioning class varies from class to class.  It probably is certain exercises that supplement your dancing.  You'll have to investigate to see what levels the class you're looking at is for.

Expertise

I can answer lots about ballet, specifically the Vaganova syllabus. I'm still training, but both my parents were professional dancers, so most answers will be coming from them, not me. :) They're the experts. Obviously, questions about difficult technique, etc, would be better answered with someone else, but if you're just becoming interested in dancing, or are having problems with basic steps, like pirouettes or plies, then I may be able to help

Experience

I've seen ballet since the age of 0, because of my parents, and I am training to become a professional dancer now.
