I have no idea as to what kind of equipment is appropriate for your location for IPTV, this largely depends on the service provider.
I do not think that you need a frequency to broadcast IPTV, since it is using the internet for connection.

IPTV is already available wirelessly via WiFi, WiMax, LTE and trough HSxPA, which are broadcasted by wireless internet service providers, if you want to be one of those wireless service providers you have to decide which technology you want to deploy, because frequencies are allocated in various planforms with corresponding bandwidths and channels as defined by the ITU.
You have to check with your national regulator as to what national frequency plans they allow for variuos services, WiMax is available in the bands 3.5 and 2.6 Ghz. and some license free in the 5 GHz. ISM band LTE are in the GSM legacy band as well as the new 1800 Mhz. WiFi is on the 2.4 Ghz bands, now these bands may be free to use in other countries and may not be free in your country.
Broadcast frequencies carries a considerable amount of spectrum fees and license fees depending on the fee regiments of a specific country, this is a major capital and investment issue when considering a wireless services network.
If you are planning to provide IPTV services to far flung remote areas of a country, YES wireless is the only best solution for a rapid deployment and ROI return.
