Hi,
  We just found out that our chapter 13 was dismissed. Our attorney didn't let us know. Our mortgage company told us. I was wondering if we could refile? It's been hard to get a hold of our attorney. So if you could let me know thanks.
We live in CT.

Yes, you can refile. You will need to show the court on how the next case will be more successful than the previous case.  You will also only be protected under the automatic stay for 30 days. You will need to bring a motion to extend that protection to the end of the case.
