Bankruptcy Law/When should I file ?

Question
I really don't know when I should file because I have a pending income tax refund, I cannot afford a lawyer to answer any of my questions. Bill Collectors are threatening me at home and work, I barely make minimal living expenses as it is, I have been trying to find a better paying job, still waiting to hear from them, any ideas I sure would appreciate some help. Thank you

Answer
Obviously, I would always recommend hiring an attorney to help plan and file your bankruptcy.  Tax refunds are assets, and are subject to liquidation if it would exceed your state's allowable exemptions.  Often, attorneys do offer payment plans, as they do understand your tight financial situation.
