Question
I purchased a condo. from a developer in August 2008 who had since filed for chapter 11. I am stuck with the property tax bill for the entire 2008, which I have paid to avoid further delinquency. I am filing a Form 10 proof of claim. against the developer. Can I file this as a priority claim since this has to with taxes ?

Answer
No, your claim is against the developer, not the government for the taxes.  If he owes you for a deposit you made for purchase of the condo, then you can have a priority claim for up to $2,425, but the remainder (or any other claim you have) is general unsecured.
