Question
My chapter 13 bankruptcy was dismissed due to the fact that I have not received credit counseling. When I received my deficiency notification it said I ahve 15 days to provide proof of counseling, yet my case was dismissed because of this after only day. Can I appeal? What should I do.

Answer
That 15-day period only applies if you filed the required statement with your petition that you have not yet completed your credit counseling.   What you need to do now if file either a Motion for Reconsideration of the order dismissing your case or a Motion to Vacate the Order (depending on how long it has been since it was entered and what the local rules of your court provide).
