Is it necessary to address the pastor and others sitting in the pullpit before  the church  clerk makes the announcements

I am not sure exactly what you are asking, but I think this will answer your question.  If not, please ask again:

Scripturally, there is no verse which tells us how a church service is supposed to run except that it should be done in "decent & in order."

The Bible does tell us that Elders of the church are due double honor:   1Ti 5:17 The elders who direct the affairs of the church well are worthy of double honor, especially those whose work is preaching and teaching.

The idea of the Pastor and/or elders sitting on the platform, being addressed with titles, or being held in high regard comes from this "double honor."  However, it can be carried to far.
