Question
what are the duties of the building and grounds ministries of a church,who do they report to,who is the leader  the committee.

   There are really no texts within the Bible that answer your question.  I can tell you that the individual ministries of the church should report to the Deacon Board generally.  Then if an issues is not resolved after that level it should be taken to the Pastor.  This is merely my opinion as I cannot see any texts within the Bible to support this exact viewpoint.  This is just what I have seen in the past.  Thank you for your question!
