Baseball Instruction/3rd strike drop

Question
On a 3rd strike drop and bases are loaded is the batter out, because 1st base has a runner..

Why is this rule different for 2 outs?

Kristi,

The batter may advance to first base on a dropped third strike if first base is open with less then two outs, or if first base is open or occupied with two outs.

If, with less than two outs and a runner occupying first base, a batter strikes outs and the ball is dropped, the batter is out.
