Question
A major league pitcher in little league baseball goes through the motions of throwing a pitch, but never releases the ball from his glove. He did this four times to purposely walk the batter, who was a good hitter. Is this a legal pitch?

If the pitcher is intentionally delivering an illegal pitch, I will warn him and the manager once. If he does it again, I will eject the pitcher and the manager. This is unsportsmanlike conduct, and it makes a mockery of the game. If he is going to walk the batter, he needs to deliver four pitches, not try to bend the rules in his favor.
