THE QUESTION ABOUT FAIR OR FOUL:  THE RULE STILL APPLIES WHEN TALKING ABOUT A FLY BALL HIT JUST FOUL.  THE FIELDER WHILE STANDING IN PLAY TOUCHES THE BALL IN FOUL GROUND.  THIS WOULD STILL BE A FOUL BALL?

Fair and foul is based on the position of the ball when touched.  If the ball is in foul territory when touched, it is foul.  It does not matter where the fielder stands, but rather where the ball is when the fielder touches it.

On the flip side, when the fielder is standing in foul territory, but touches the ball when the ball is in fair territory, it would be considered a fair ball.

Judge fair/foul by the position of the ball in relation to the foul line.
