In LL boys baseball age 11-12, can a pinch runner be used if you are using a continuous batting order under Rule 4.04 ? If yes, and Rule 7.14 does not apply, what are the rules?

If your league elects to use a continuous batting order, then Rule 7.14 (Special Pinch Runner) may not be used. I know that in the 2008 rule books, this is stipulated in bold following rule 7.14. [7.14 NOTE]
