Baseball Instruction/stealing second base on a walk

Question
Our pitcher walked the batter, upon the the fourth throw the catcher did not catch the ball - can that batter proceed to 1st (on the walk) and also steal second because our catcher did not catch the ball.

Hey Shelli,

Unfortunately, He CAN steal second after walking to first base.. When I was a commissioner, I would not allow it. I was in charge of the 9 year old league. All the good kids would do it on a regular basis.. Ask your commissioner to change the rule..
