Question
In AAU baseball if there is a play the the plate can the catcher block the plate? and also can a base runner railroad a catcher?

Emily,

A catcher can only block the plate if they have the ball.  They can't obstruct the runner without the ball.  If they do, the runner is automatically safe.

A runner can not try and knock a fielder down (no matter if the fielder has the ball or doesn't).  If they run into the fielder, they are out.

This rule is rarely enforced like it should be, but that's how it is written in the rulebook.  The same goes for the major league level.
