Question For All Star games are the Umpires suppose to be adults in proper atire or can they be teenagers umping the game.

This is from the Little League Tournament Rules:
UMPIRES
The Tournament Director shall have full responsibility for providing volunteer Little League umpires for tournament play. Umpires from leagues involved in the game should not be assigned. The District Administrator shall not umpire. There should be at least two umpires in each game. More are recommended when available.
So, to answer your question:
Umpires do not need be adults, however, they should be presentable on the field.
There is no restriction to age. This year, our district had a 13 year old umpire a game, and did better than some of the "adults in proper attire".
