Question Runner on first base. Pitcher in stretch position. With the pitcher's back foot engaged with the pitcher's plate, can he lift his forward leg (like he is going to make a pitch) and turn to second base make a throw and not be called for a balk ?

In my judgement there is no way a pitcher can legally turn and make a throw to second without disengaging from the rubber. However, people have argued that point with me.
So, I'll fall back on the old "a balk is a judgement call" argument. If the umpire thinks its a balk, it is. Without seeing the play, it is tough to decide one way or another.
