In Pro baseball when can a runner start to steal a base.

Jim,

Any time the play is live.  Basically, as soon as an umpire throws the ball back to the pitcher (after a foul ball) the runner can do what they want.

Between pitches, the runner can go at any time (unless time out is called for some reason).
