Baseball Instruction/Please Help!! Windup Question

I'm a coach for 11-12 yr olds in Dixie Youth League. I am trying to teach pitchers but they all windup stepping side to side on the front side of the rubber. They take small steps & don't step beyond size of rubber but they do not step foward & back. I thought that was illegal. I want to teach it right & don't want to reinforce an illegal. Please help

It is really tough to ID a pitching issue based on a written description.  I have two suggestions though.  First, check the rulebook.  It talks about legal pitching positions.  Secondly, get a coach you respect and trust to take a quick look at what your pitchers are doing.  They should be able to diagnose the situation.
