Question
I have 2 questions involving little league rules.is it legal for a player to catch a grounder in her glove and tag the base with her other hand and get an out?
2.can a 3rd baseman run up and get a ball hit between the pitchers mound and home plate and run and tag the runner going to 1st base?(coaches are pitching to the kids)

Jim,

You can find the rule to your first question in 7.08(e).  The rule states that a runner is put out if they fail to advance to the next base prior to the fielder tagging the base.  I interpret tagging with glove or foot.

As for your second question, yes, they can.  There is no rule against that... must of had a slow runner.
