QUESTION: Does softball rule 3.09 (or any other in the Official Regulations and Playing Rules, for that matter) apply to practice away from the game fields?  This is not practice before a game, but practice on a non-game day.

ANSWER: Dawn,

I would interpret this run as for during a game situation.  However, should the manager request no contact from parents and spectators at a practice I would respect his request.

QUESTION: Actually, the Little League District secretary in our area has complained about our team's manager working with the pictures during practice.  The District President also said the rule applies to practice as well.  I find this difficult to believe when even the title of the rulebook indicates it's about regulations and playing rules and nowhere in the book is practice (outside of a game) mentioned.  Do you think it would be possible to get a ruling from Little League headquarters on this?  I can't see any way on www.LittleLeague.org to make these types of inquiries.

Check with your local regional center.  Depending on the state that you live in, depends on what center you should contact.  There is a section in your rule book with contact information.  Just call or E-Mail them, and they can get you clarification.
