Question
(Minor League)  When the pitch is thrown and the catcher misses the ball, The umpire calls "ball 4" the batter takes first and a man on third tries to steal home plate, can the runner steal home?

The runner can try to steal home.  If the ball is missed by the catcher it is still live and players can advance.  In fact, if the runner who walked hustles down to first and the ball gets far enough away from the catcher, he can also try to head to second.
